MANAJEMEN TATA KELOLA PENDIDIKAN DASAR DI INDONESIA DI ABAD 21 DALAM MEMBANGUN SISTEM PENDIDIKAN INKLUSIF DAN BERKELANJUTAN

Artikel ini bertujuan untuk mendeskripsikan dan menganalisis manajemen tata kelola pendidikan dasar di Indonesia pada abad ke-21, terutama dalam menghadapi tantangan akses, mutu, dan inklusivitas, serta mengidentifikasi peluang untuk menciptakan sistem pendidikan yang lebih adaptif dan berkelanjutan.
Penelitian ini menggunakan metode kajian literatur (literature review), dengan sumber data utama berupa kebijakan pemerintah, artikel ilmiah, jurnal pendidikan, serta publikasi internasional terkait tata kelola pendidikan dasar. Analisis dilakukan secara deskriptif untuk mengidentifikasi tantangan, perbandingan antar negara, dan peluang yang tersedia bagi Indonesia dalam konteks tata kelola pendidikan dasar. Hasil penelitian menunjukkan bahwa tantangan utama dalam tata kelola pendidikan dasar di Indonesia mencakup ketimpangan akses antara daerah perkotaan dan pedesaan, kurangnya pelatihan yang relevan bagi guru, serta keterbatasan alokasi anggaran pendidikan di daerah. Peluang besar ditemukan dalam penerapan digitalisasi pendidikan, desentralisasi kebijakan pendidikan, serta kolaborasi lintas sektor melalui kemitraan publik-swasta. Selain itu, peningkatan kurikulum untuk memasukkan keterampilan abad ke-21, kebijakan pendidikan yang lebih inklusif, dan pemanfaatan data untuk evaluasi kebijakan merupakan langkah yang dapat memperbaiki tata kelola pendidikan dasar secara keseluruhan. Rekomendasi akhir penelitian ini menekankan perlunya kebijakan yang lebih adaptif, peningkatan kapasitas guru, pengembangan infrastruktur digital, serta kolaborasi lintas sektor untuk mencapai sistem pendidikan dasar yang inklusif dan berkelanjutan di Indonesia.
