Publication Ethics Statement and Unethical Practices

The Journal of Library, Archives, and Technology is a peer-reviewed electronic journal. This statement affirms the ethical principles that must be adhered to by all parties involved in the publication process of articles in this journal, including authors, editors-in-chief, editorial boards, reviewers, and publishers. These guidelines are based on the COPE Best Practice Guidelines for Journal Editors.

Ethical Guidelines for Journal Publication

The publication of peer-reviewed articles in the LIBRATECH journal is an important part of building a structured and academically recognized knowledge network. Such publications reflect the quality of the authors' work and the institutions that support them. Articles that undergo peer review strengthen and represent the scientific method. Therefore, it is necessary to agree on the ethical standards expected of all parties involved in publication, namely authors, journal editors, reviewers, publishers, and the scientific community.

Publication Decisions

The editors of the Indonesian Journal of Computing and Cybernetics System have full responsibility for determining which articles are suitable for publication in this journal. The main considerations in making these decisions are based on the validity of the work and its relevance to researchers and readers. The journal's editorial board policy can serve as a guideline, while applicable legal provisions—related to defamation, copyright infringement, or plagiarism—constitute restrictions that must be adhered to. In the process, the editor may consult with other editors or peer reviewers before making a final decision.

Fair Play

Editors always evaluate manuscripts solely on the basis of their intellectual quality and substance, without considering non-scientific factors such as race, gender, sexual orientation, religion, ethnicity, nationality, or the author's political views.

Confidentiality

The editor and editorial staff are prohibited from disclosing information related to submitted manuscripts to any party, except to the corresponding author, peer reviewers, prospective peer reviewers, editorial advisors, and publishers when necessary and in accordance with their authority.

Disclosure and Conflict of Interest

Unpublished material contained in manuscripts submitted for consideration shall not be used for the editor's own research purposes without the explicit written consent of the author.

Duties of Editor

Editors who receive manuscripts from authors are responsible for handling them professionally. In the assessment process, editors must prioritize the scientific quality of the articles being reviewed without regard to non-academic factors such as race, gender, ethnicity, religion, nationality, or the author's political views. Editors are not permitted to disclose information related to manuscripts to parties other than the author, peer reviewers, or the publisher. If a manuscript is deemed unsuitable for publication, the editor remains obligated to maintain its confidentiality to prevent it from being exploited by others, unless authorized by the author.

Duties of Reviewers

Contribution to Editorial Decisions

The peer review process plays an important role in helping editors make editorial decisions. In addition, through communication between editors and authors, peer reviewers can also provide useful input for improving the quality of manuscripts.

Timeliness

A reviewer who feels they lack the necessary expertise to evaluate the research in a manuscript, or knows they cannot provide a timely assessment, must notify the editor and withdraw from the review process.

Confidentiality

All manuscripts received for review must be treated as confidential documents. These manuscripts must not be shown or discussed with other parties without the editor's permission.

Objectivity Standards

The review process must be conducted objectively, avoiding personal criticism of the author. Any views or assessments provided by reviewers should be clearly stated and supported by relevant arguments.

Acknowledgment of Sources

Reviewers have a responsibility to identify relevant published works that have not been cited by the author. Any statements regarding findings, arguments, or research results that have been previously reported must be accompanied by appropriate references. In addition, reviewers should alert the editor if there are substantial similarities or overlaps between the manuscript under review and other publications known to them personally.

Disclosure and Conflict of Interest

Information or ideas obtained during the peer review process are confidential and must not be used for personal gain. Reviewers must also decline to review a manuscript if there is a conflict of interest arising from competitive, collaborative, or other relationships with any of the authors, companies, or institutions associated with the research.

Duties of Authors

Reporting Standards

Authors submitting original research reports must provide an accurate description of the work performed and an objective discussion of its significance. The basic data supporting the research must be presented correctly in the article. Each scientific work must also include sufficient details and references so that the research can be replicated by others. Misleading, incorrect, or deliberately falsified statements are considered unethical and unacceptable behavior.

Data Access and Storage

Authors are required to provide raw data related to the manuscript for editorial review purposes and are willing to grant public access to such data (in accordance with the ALPSP-STM Statement on Data and Databases) if possible. However, authors must retain research data for a reasonable period of time after publication.

Originality and Plagiarism

Authors are responsible for ensuring that the submitted manuscript is entirely original work. If the work or ideas of others are used in the writing, they must be accompanied by appropriate citations or acknowledgments in accordance with academic standards.

Multiple, Redundant, or Simultaneous Publication

Authors are not permitted to publish manuscripts that essentially contain the same research in more than one journal or major publication. Submitting identical manuscripts to more than one journal at the same time is considered unethical behavior in publishing and is unacceptable.

Acknowledgment of Sources

Proper credit for the work of others must always be given. Authors are required to cite influential and relevant publications that form the basis of the reported research.

Authorship of Articles

Authorship status should be limited to individuals who have made significant contributions to the conception, design, execution, or interpretation of the research. Any party who has played an important role must be listed as a co-author. Meanwhile, other parties who are only involved in certain aspects of the research may be acknowledged in the acknowledgments section or referred to as contributors. The corresponding author is responsible for ensuring that all deserving authors are listed, no unauthorized authors are included, and all authors have reviewed, approved the final version of the manuscript, and agreed to submit the article for publication.

Hazards and Human or Animal Subjects

If the research involves chemicals, humans, animals, procedures, or equipment that have certain potential hazards, the author must clearly explain these risks in the manuscript.

Disclosure and Conflict of Interest

Each author must include in the manuscript any potential conflicts of interest, whether financial or otherwise, that may influence the results or interpretation of the research. In addition, all sources of funding supporting the research must be disclosed transparently.

Fundamental Errors in Published Works

If authors discover significant errors or inaccuracies in published works, they are obligated to immediately notify the editor or publisher of the journal and cooperate in making corrections or retracting the article as necessary.

Publication Ethics

Authorship and Contribution

This journal adheres to the principle of authorship based on substantial contribution to the research. Each listed author must have a significant role in the formulation of ideas, design, data collection, analysis, and interpretation of research results. The involvement of other individuals who contributed to the research process must also be acknowledged appropriately. Any changes in authorship can only be made with the consent of all parties involved.

Plagiarism and Originality

This journal strictly prohibits all forms of plagiarism. Authors are responsible for ensuring that the submitted manuscript is original and that all quotations and paraphrases from other sources are properly cited. Manuscripts found to contain elements of plagiarism will be rejected. To maintain integrity, the journal uses plagiarism detection software to verify the authenticity of each submitted manuscript.

Data Integrity and Reproducibility

Authors are required to present accurate and reliable data in their manuscripts. Manipulation, falsification, or selective reporting of data is considered an ethical violation. Raw data must be well documented and retained for a reasonable period after publication to enable verification and reproducibility of the research. If necessary, the editor has the right to request authors to provide access to such data.

Ethical Treatment of Research Subjects

Authors conducting research involving human or animal subjects must comply with applicable ethical guidelines and obtain approval from an ethics committee or relevant authority. Informed consent must be obtained from each human participant, while maintaining privacy and confidentiality of personal information. All potential risks and conflicts of interest that may arise must be disclosed transparently.

Conflict of Interest

Authors are required to disclose any form of conflict of interest, whether financial, personal, or professional, that could potentially influence their research or its interpretation. Similarly, editors and reviewers are expected to declare any conflicts of interest that could affect the objectivity of the peer review process. Transparency in the disclosure of conflicts of interest is essential to maintaining the integrity and objectivity of scientific publications.

Peer Review Process

This journal implements a rigorous peer review process to ensure the quality and validity of published articles. Reviewers are tasked with evaluating manuscripts fairly and objectively, as well as providing constructive feedback to authors. Reviewers are also required to maintain the confidentiality of manuscripts under review and disclose any conflicts of interest that may influence their assessment. The journal is committed to conducting a transparent, fair, and timely review process.

Corrections and Retractions

If errors or inaccuracies are found in an article after publication, the author is obligated to immediately notify the journal and cooperate in making corrections or retractions as needed. The journal will follow applicable guidelines and procedures in correcting errors and addressing ethical issues identified post-publication.

This journal is committed to upholding publication ethics standards in order to maintain the integrity, credibility, and academic quality of every article published. All parties involved, including authors, reviewers, and editors, are expected to adhere to these principles in order to ensure that research and publication practices are based on the highest ethical standards.
